@unnick WebP continues to perform well into the 60x60 tile range while png skyrockets (note the log scale on the left side)

a line graph. the X axis is "square tile count (N by N tiles, 32x32 in size)", from 1 to 32, and the Y axis is "file size, in bytes", log scale from 1,000 to 1,000,000. WebP stays pretty flat but PNG balloons, skyrocketing especially when x>=9 and then continuing to increase.

it turns out that WebP is in fact quite good at this (images that consist of repeated identical tiles.) here are the numbers (lossless method 6 WebP vs compression level 9 PNG.) big thx to @unnick for pointing this out :>

is there an image format that would be particularly good at compressing repeating tiles of the same image? one that could store it as efficiently as "here is the image data for one tile, copy this region another 20 times in these positions". maybe jxl is smart enough for this but i dont know
