Can the President of Mexico issue an executive order to declare that the Gulf of Mexico will and always be known by its historical roots, as it was in the 1500s, if the U.S. Felon can issue an executive order, why can't Mexico?

I don’t post often, but it saddens me to think about the challenges ahead in a world led by someone more focused on personal gain than the common good. On a day meant to honor Dr. Martin Luther King Jr. and all who fought for justice, equality, and peace, it's hard to embrace this day.
