In Oakland, we have access to some of the freshest produce in the country. But what’s a home cook to do with all the citrus peels, carrot tops, and other food scraps a meal can generate? For many upstanding environmental citizens, the answer is obvious: compost them. But, in trying to do the right thing, many Oakland residents are inadvertently contaminating every load they place in their green curbside bins. That’s because those green “compostable” bags that many people use to contain their food scraps don’t actually break down into a safe and usable compost. As a result, the local compost collector doesn’t accept them. “Emerging research suggests that compostable plastics can pose human health and environmental risks as well as challenges to waste management programs,” says the regional agency StopWaste. While these “bioplastics” are made from organic materials, they require specific environmental conditions to break down and decompose. And some of these products contain additives or aren’t transparent about the materials they use. **Fast facts** * Oakland doesn’t accept bioplastic bags in the compost * “Compostable” cups and utensils are also prohibited * You can line your kitchen pails with paper instead, or put them in the freezer **Never miss a story.** **Sign up for The Oaklandside’s free daily newsletter.** Sign up In 2023, Oakland adopted an ordinance limiting the distribution of single-use foodware like plastic cups and utensils — including the so-called compostable kind — by restaurants. Throughout this process, the city had conversations with Waste Management, Oakland’s curbside trash and composting contractor, said Rebecca Parnes, the city’s recycling manager. The company decided to stop accepting bioplastics, including the green bags. Parnes said the reckoning over bioplastics was fairly recent and gradual. “If people have been buying compostable bags and putting them in their compost, they shouldn’t feel bad, because they thought they were doing the right thing,” she said. “And for a period of time, a lot of cities were promoting it, because we thought it was the right solution. Now that we’re learning more, we’re realizing it’s not.” Confusingly, several cities in Alameda County do accept bioplastic bags in compost. You can find illustrated regulations for cities in three Bay Area counties online. But, according to Parnes, only one facility in the state can actually process bioplastics — and it’s in Southern California. Composting rules should become clearer and more standardized in coming years, due to a couple of state laws meant to reduce waste and encourage transparency. Senate Bill 1383, which went into effect in 2022, required cities in California to offer organic waste collection services. It specified that cities can accept compostable plastics only if the facilities they use provide annual notice that they are able to process them. Another 2022 law, SB 54, required clearer labeling on packaging. Currently, plastic bags of all sorts are the most common contaminant found in local compost (and in recycling bins, where they’re also prohibited), Parnes said. But she’s seen plenty of more creative stuff, too — including a television once placed in a green bin in Oakland. The city conducts regular audits of curbside bins. So what happens if you do put a green bag of fruit and vegetable scraps in your bin? At Waste Management’s processing facility in Altamont, contamination, including “compostable” plastics, “is sorted out during processing and directed to the landfill,” said spokesperson Daiane Cezário in an email. Parnes said industrial processors typically grind up compost, then sift it through a series of screens that separate out larger items. This process catches a lot of contaminants, but it isn’t perfect, she said. Waste Management sells the compost it processes to farmers, landscapers, and other customers. In comments made to the state legislature in 2023, the company said there’s a market for compost that includes (uncoated) paper scraps, but it’s much harder to sell compost contaminated with plastic. It’s also hard to effectively sort it out with existing technology, the company said at the time. ## What should Oakland residents do with their home compost? Products made from bioplastics are often advertised as compostable. But in Oakland, they’re not. Credit: Natalie Orenstein/The Oaklandside For residents who rely on green bags, it might be difficult to figure out what else to do with your drippy, stinky food scraps. Those bioplastic bags – sold in bulk at places like Costco and provided for produce at popular local stores like Farmer Joe’s and Berkeley Bowl — presented a convenient, but ultimately too-good-to-be-true, solution. Parnes often uses small paper bags she’s accumulated, like the ones that bread loaves come in. Or you can use mail or shredded paper to line your kitchen pails. Many people also keep their food scrap buckets in the freezer or fridge to avoid leaks, rotting, and fruit flies. We’ve heard from a reader who expressed concern about residents interacting with mold and bacteria if they have to regularly dispose of compost that isn’t contained in a bioplastic bag. He said he wears an N95 mask when dumping scraps into the curbside bin, which in some households or buildings might already have food rotting in it from earlier in the week. Several people have told us they were unaware that green bags are prohibited in Oakland compost. Parnes said the city and its waste collectors both provide public education on what’s permitted where — including through tabling at public street fairs, including literature with bills, directly mailing residents annually, and posting on social media. Oakland lists acceptable and unacceptable items online. But she said the city doesn’t have the staff or funding to raise as much awareness as it would like. And bioplastic products sold to customers often have inaccurate information on the packaging. So what’s a resident to do with your leftover roll of green bags? Treat them like any other plastic bags, Parnes said: “Put them in the trash.” “We’ve been sold the idea that this is an easy solution,” she said. “Really, the best solution for most things are reusables, because they don’t have as big of an environmental footprint or toxins or all the other things we don’t want.” ## ...We rely on your support Hey, we know that most readers only scan a headline and a couple of paragraphs. Drivers on I-880 this week may have noticed a curious ad flashing at them from a billboard next to the highway. A black-and-white image depicts a muscular man in a tank top superimposed against the skyline of downtown Oakland. “Son of Oakland,” the sign reads. “For the People, with the People.” Squinting, drivers may not be able to make out the face of the mystery man. But many will immediately recognize the distinctive tagline of District 7 Councilmember Ken Houston, who refers to himself as “Son of Oakland.” The image on the billboard is the same one that Houston uses as a cover photo on Facebook. It’s not unprecedented for Oakland politicians to appear on billboards during political campaigns. But Houston isn’t up for reelection this year. When The Oaklandside asked him about the ad, Houston said this was a personal expenditure. The board we saw featuring Houston, stationed just off 7th Street near the Market Street exit of I-880, is owned by Becker Boards, a company with multiple double-sided digital billboards in Oakland. To operate the boards, Becker struck agreements to pay Oakland sizable fees, offer money to nonprofits, and free advertising to local chambers of commerce and community organizations. **Never miss a story.** **Sign up for The Oaklandside’s free daily newsletter.** Sign up Houston said he reached out to the company a while ago to buy ad space. He said he made a partial payment in May and a second in June, paying for the ad out of pocket. He’s glad it’s finally up. “I forgot all about it,” Houston said this week. The Oaklandside sent Houston follow-up questions about how much he paid for the billboards and how long his ads will be up. Houston called the reporter, swore at him, and told him to lose his number. Becker’s director of land development, Nema Link, provided a statement via text message but declined to speak further on the record. Link did not discuss the terms of Houston’s ad buy. But he said that nonprofit organizations and the city have access to dedicated free advertising through his company’s agreements with Oakland. “Billboards are also available at a daily, weekly, or monthly rate for anyone who wants to get their message out,” Link wrote. “Any ads on our signs are through one of these mechanisms.” It’s unclear if any other councilmembers have paid for billboard spots with Becker Boards or other billboard companies operating in Oakland. The Oaklandside was unable to locate any on I-880 this week. ## City Council recently amended one of Becker Board’s deals. Houston was a key vote Becker Boards has secured two different relocation agreements with the city in recent years that allow the company to remove existing boards and replace them with a smaller number of double-sided digital ones. Becker agreed to give the city upfront payments and contribute hundreds of thousands of dollars annually over several decades to Oakland’s coffers. Becker also agreed to give free advertising to local community organizations. Houston, who took office last year, voted to approve Becker’s second deal in 2025. Last month, he joined some of his colleagues in approving a proposal that amended Becker’s first agreement with the city. Under the 2023 deal, Becker agreed to pay the city $250,000 every year. The company also promised to give five nonprofit organizations $100,000 every year, plus free advertising to local chambers of commerce and community groups. This community benefits portion of the agreement was a major feature of Becker’s proposal: at council meetings in 2023, dozens of Becker supporters showed up in matching green shirts to urge the council to pass the deal. An Alameda County Grand Jury later raised concerns about the 2023 agreement. According to the grand jury’s report, one of the councilmembers who backed the deal has a spouse who served on the board of directors of a local chamber of commerce that financially benefited from the contract, creating a potential conflict of interest. The San Francisco Chronicle identified the councilmember as Noel Gallo. The City Council disagreed with the report’s findings and stated that there were no known conflicts of interest that would have required the councilmember to recuse himself. The revisions approved by the council last month change how Becker will share money with the city and its nonprofit partners. Instead of paying a fixed rate, Becker will now set aside 20% of its advertising revenue collected from the signs covered by that agreement each year. Half of that sum will be paid to the city, and the remainder split equally among several nonprofit organizations. Oakland will get at least $250,000 every year, but the nonprofits are no longer guaranteed a set chunk of money. Gallo was the councilmember who sponsored this legislation. Citing “economic forces in the Oakland Advertising Signs market,” Becker requested the changes in payments to ensure the signs continue operating while still guaranteeing at least $250,000 annually to the city, according to legislation accompanying the proposal. The legislation also noted that city officials wanted to make the change to increase the portion of funds Oakland receives. In an unusual move, the council forwarded this item directly to a full council meeting for approval, without having it first heard by a subcommittee. The council also placed it on the consent agenda, which is generally used for legislation that has already been unanimously approved by a subcommittee. Three councilmembers – Zac Unger, Carroll Fife, and Kevin Jenkins – voted against the proposal, which made Houston’s vote critical for its passage. Residents showed up at the June meeting to support the revisions, saying that Becker’s free advertising has been a massive boon for small businesses. “Over the years, Becker Boards has become more than just a billboard program,” said Stephanie Tran, president of the Oakland Chinatown Chamber of Commerce. “It has become a valuable asset and community resource that helps promote local businesses, public awareness campaigns, and neighborhood initiatives. And for many organizations and small businesses, this type of visibility would otherwise be financially out of reach.” During his initial call with The Oaklandside, Houston said he doesn’t see a conflict in his dealings with Becker. Why A Game Show?

Arcades were once a fixture on the American urban landscape, and games were plentiful in rural cities too. The closest heir of today is the so-called “Family Entertainment Center”, which is populated with myriad devices designed only to take your coins quickly and leave you with a pile of tickets, which you exchange for cheap, trashy toys. This is entertainment?

California Extreme was born with a desire to share fun coin op games that are in the hands of private collectors and to hopefully spread the word that pinball machines were once plentiful, and that videogames were not synonymous with “martial arts” and violence.
