Public comments were welcomed at 2:18pm. One woman spoke in-person, she voiced that she filled out forms showing open and empty beds within her house providing services. This resident knows they’re needed and still does not get put on a list for DWIHN to notify participants of availabilities.

Both unfinished business and new business recommendations were approved with very little questions or concerns today! Which does involve stating the BI Developer will be responsible for delivering business intelligence services for development and maintenance services.

The finance committee is still going over Medicaid complications ahead. Staff expressed that the writing remains on their walls and what’s being depicted is “We’re broke!” Which was immediately addressed with, “PIHP is broke and CIHP is not” this is expected to potentially be a significant hurdle.

It is stressed that there WILL be additional funding. What is getting discussed today acts as a draft. The final report is expected in late October. Per usual, financial statements will not be present for the November 2027 meeting since September 30, 2026 audit reports get presented in May 2027.

Teaser - Multiple employees are worried about the decline in Wayne County residents eligible for Medicaid. Roughly 10% of Healthy Michigan’s Plan are touched out of around 90% so the presenter does not deem this to only impact DWIHN. Knowledge of if “retrospect” clients are included is to come.

Here is a price breakdown with the minimum wage increase in mind for those receiving Medicaid (in reference to the $20 million highlighted). The yellow columns are what they deem promising. However, an overall $30 million range is considered.

So far, matters before the Finance Committee include: Unfinished Business, BA 24-18R2 Peter Chang, Inc and BA 24-27R1 - Business Intelligence. New business will go over BA 27-32 Netlink Tenant-to-Tenant Migration Services alongside BA 27-34 - FY 27 PA 152 Waiver (as previously mentioned).

MDHHS issued draft FY27 Medicaid rates; final rates are forthcoming and include $20 million in Medicaid funds for the minimum wage increase effective January 1, 2027. Insurance rates are stated to have NOT gone up because of an official agreement with Gallagher.

After the approval of their agenda, the committee is addressing DWIHN’s Division of Management and Budget “Monthly Finance Report” as the eleven months mark ended August 31, 2026. This is where it was revealed the cost of the presented waiver is approximately $1 million less compared to prior year.
