As far as I know, what is the case is that Epping gets lower fares than Amersham to avoid large fare jumps between Amersham and Great Missenden (so the Epping-area stations gets road commuters from Harlow instead).

LNER, Avanti and GWR already have various reward schemes; the question for GBR's whether to extend that to all services or to abolish them. (Or, if gov't says "nationalisation good, no other change needed", a bunch of differing, incomplete schemes staying.)
