What Ellison's saying here is that most of us are fundamentally *bad*, so we need continuous scrutiny so that we are always haunted by the specter of judgment, which will keep us from yielding to our base selves.

In other words, for Ellison, our authentic selves are a problem to be solved. We refuse to behave in ways that make the world optimal for Ellison, so he will create a world of continuous scrutiny, judgment and punishment.
