The website operators falsely claim that they have to do this under the terms of the GDPR (or other laws, like California's CCPA). 8/ 1390

Every privacy law contains an exception that allows websites to store data about you for a "legitimate interest," and that obviously includes setting a cookie that says, "don't ever spy on this user." 9/ 1442
