Putting down a marker that sometime next year, the US will have the kind of full blown, dual sovereignty constitutional crisis that Juan Linz described in The Perils of Presidentialism. It's why impeaching Hegseth has to be a priority for the next Congress.

Congress' ability to restrain the executive mostly rests on the President's willingness to obey the law. Because Republicans won't vote for impeachment, there aren't enough votes to forcibly remove Trump. That means Congress' only recourse is shutting down the government.

One of the main reasons I think removing Hegseth is critical is not because I think Trump will put someone competent in there, though one can hope, but because we really need to just make the process actually work at least once.
