quite different to how pretty much every other aspect of physics is defined. This being such an edge case, their logic to read the data must have broken with the upgrade, and it went unnoticed. Shown here is the flowmap, explanation in image.

Longer explanation for nerds:
Disclaimer, I am not an expert but i have poked at how the game handles this stuff in the past.

The games physics systems GENERALLY uses pretty explicitly defined data, collision shapes, collision meshes, all very much distinct from the games drawable models that you actually see.
The flow/current map is a very big exception to this, because in order for the game to know how much current is being applied to you, it has to find what *visible only* model you are under, look at that models shaders, look at the texture, then sample against the texture. This is done on the CPU, completely disconnected from what the GPU is doing. Evidently it sounds like a bit of a hack, so when they made the move to the new renderer (SGA) some change somewhere made this hacky setup break, and it seemingly falls back to just assuming there is no current whatsoever.
Going off a vague memory I believe RDR2 takes a different, less hacky approach to this problem.
