I think you need to see these videos. 1/3 (zoomed and enhanced) One of the agents took the gun from Alex's holster (grey jacket), then another agent (green jacket) shot him in the back after he was completely defenseless. Alex never withdrew the gun from his holster, nor did he even try to.
