I live by a street where the limit is 35, everyone drives 40+, and due to intermittent sidewalks, PEOPLE STILL SOMETIMES WALK ON THE SIDE OF THE ROAD.
Not building infrastructure doesn't keep people from having valid needs like getting from one place to another.
