It’s Arkansas. 75.4% of the state is white, according to the U.S. Census Bureau, and the vast majority (51.92%) of their Medicaid recipients are white, according to ARDHS’s 2024 statistical report (the latest one available online). Black recipients came in 2nd at 20.49%, so it’s not even close.
