Difficult to say what’s going on here - could be that cohorts at ‘larger’ providers are more likely to be international and / or domestic who don’t take / need loan.

Also interesting to approximate where students take the full loan or partial (it’s a lot easier to be ‘elastic’ at PG). Avg £ of loan per SLC masters student at OU is about half that of traditional providers. Makes an interesting kind of sense given more flexible provision.
