5. UNITED STATES SECRET SERVICE.

(a) APPROPRIATION.—In addition to amounts other-
13 wise available, there is appropriated to the United States
14 Secret Service, for fiscal year 2026, out of any money in
15 the Treasury not otherwise appropriated, $1,000,000,000, 16 to remain available until September 30, 2029, for the pur-17 poses of security adjustments and upgrades, including
18 within the perimeter fence of the White House Compound
19 to support enhancements by the United States Secret
20 Service relating to the East Wing Modernization Project, 21 including above-ground and below-ground security fea-
22 tures.

(b) LIMITATION.—None of the funds made available
24 under this section may be used for non-security elements
25 of the East Wing Modernization Project.
