What was the rationale for the selection of South Africa, Kenya and Nigeria in the whole of Africa and completely excluding Arab countries even those in Africa such as Egypt, Algeria, Morocco, etc and African countries such as Uganda, Zambia, Zimbabwe, Tanzania, Ethiopia, Ghana, etc?
