Free or nearly-free parking is a nice-to-have in St. Paul, but when the city is in the hole, it’s time to rethink old policies.

Charging for parking is not as simple as it might seem. It does discourage visiting to the area, hurting places that need foot traffic. There’s a lot of startup and enforcement infrastructure that costs money upfront and ongoing; all that comes out of your pockets but doesn’t fill any budget holes.

My local area doesn’t charge for parking but nearby areas do, and I find myself not visiting those places as often… sometimes, it’s not the money but the cognitive load of one more thing, accompanied by ticket threat.
