Appeal! APPPEEEEAAAAAAL!
If your relative is definitely listed in BIRLS, then the VA usually does have some kind of file for him/her. And a FOIA appeal to the VA's Office of General Counsel will usually shake it loose.
If they weren't listed in BIRLS, the chance goes down -- but still worth a try.
