"For the purposes of this section, a “small and medium sized enterprise” means an organisation or person employing 500 or more employees." - well that's not the normal way of defining SMEs. Tesco is an SME under that definition whereas a corner shop isn't.

I think you're right. They meant "fewer" instead of more didn't they? It's also a change to (what I think) is normal drafting practice by defining a thing by "up to" a certain figure rather than "less than or equal to".
