I struggle to see how, from the point of view of ACTUAL STUDENTS, "institutional exits" can be "a feature of a healthy... well-functioning higher education market". It's not like KP discontinuing Brannigans or whatever. These are huge parts of young people's life paths, wrecked by authority figures.
