Serious question: Who indicts/tries/convicts in that case? Is it done by the victimized country, or by the perp country?

The International Criminal Court (ICC) is a permanent international tribunal in The Hague, Netherlands, that prosecutes individuals for the most serious crimes of concern to the international community: genocide, war crimes, crimes against humanity, and the crime of aggression. It acts as a court of last resort, complementing national courts when they are unwilling or unable to genuinely prosecute these crimes, and is governed by the Rome Statute treaty. While it has 125 member states, major powers like the U.S., China, and Russia are not members, and the court lacks its own police force, relying on member states for arrests.
Key functions and jurisdiction
