Now put this against the disruption caused by #TheHormuzCrisis and the Russian invasion of Ukraine. The IEA's September Oil Market Report says combined net diesel/gasoil exports from the Gulf and Russia in August were 1.6 million barrels PER DAY lower than in February.

That is lost export throughput from those regions, not necessarily an equivalent global shortage. Other refineries have increased output and demand has adjusted. Nevertheless, it shows the scale of the disruption to established trade.

August has 31 days. 1.6 million barrels per day × 31 = 49.6 million barrels of reduced export throughput in August alone, measured against February's rate. Now let's convert that into the same tanker capacity so we can actually compare the problems to the proposed solution in real terms.
