MODEL 3: SIMULTANEOUS EXCHANGE This may be the neatest mechanism. Nobody really goes first. Each concession triggers another: Ceasefire to maritime step back to verification to economic step back to further reopening to negotiations. Trust is replaced by sequencing and verification.

And that could happen over hours and days rather than weeks. Agreement. 6 hours later matched maritime steps. A day later verification. Soon after limited economic relief. Day 7 - Wider negotiations. Everything initially reversible. Nobody surrenders all their leverage on trust alone.

MODEL 4: MEDIATED ESCROW (3rd Party Contract) This is a slightly odd idea but worth considering. Oman, Qatar or Pakistan becomes the 3rd party. Neither side needs to trust the other directly. Concessions are authorised beforehand, but only activate when the mediator verifies the actions.
