8/17 The important difference today is that the mechanism may not even need to be a literal toll. A vessel can instead acquire a compliance history. Where it sailed, whose instructions it followed, or which vessels it dealt with may determine whether somebody will employ or insure it later.

9/17 Take a completely ordinary sulphur carrier. No Iranian crude. No weapons. Sulphur is an industrial cargo used heavily in sulphuric acid production, which is itself essential to phosphate fertiliser. The cargo can be entirely civilian and commercially legitimate.
