2/17 Mohsen Rezaei says Iran will announce a restricted zone outside Hormuz, beginning from the US blockade line and extending into the Gulf. Ships entering it could be placed on an Iranian sanctions list. Iran also says a new corridor agreed with Oman will follow.

3/17 That is very different from a traditional blockade. A blockade attempts to stop movement. This potentially allows movement to continue, but under conditions. Ships may still pass, while the consequences of how and where they sailed follow the vessel afterwards.

4/17 This is important because it begins to look like administrative architecture rather than temporary wartime disruption. You do not necessarily need to physically close Hormuz if insurers, charterers, banks and owners start deciding which ships are acceptable to use it.
