4/12 First - The Master of a vessel. They need more than a video statement. Has a NAVAREA warning been issued? Have charts and sailing directions been updated? Has the cleared boundary been published? Have flag states or maritime authorities independently accepted these boundaries?

5/12 Mine clearance also does not remove the aerial threat. The Master needs to know whether escorts will defend the channel, how drifting mines outside the swept area will be handled, and whether ordinary merchant ships (without mine protection measures) have completed the passage safely.

6/12 Without those answers, the Master cannot turn the phrase “the lanes are open” into a defensible passage plan. The decision is not based on whether the Admiral sounds confident. It is whether the Master can demonstrate that the voyage was planned and conducted safely.
