So you can’t cleanly have both:
– A real ceasefire, and
– An active maritime blockade
If ships are still being stopped, diverted, or threatened, the war hasn’t paused it’s just changed form.
Interestingly, that is the position Iran are adopting and why they haven't attended the peace talks.
