Of course there is always the ever popular Turing Machine. A theoretical computer that you can program on paper. Does the student have a phone? There are simulators available for smart phones.

They have been banned from both phones and computers. Not exactly sure on the why.

Things happen. I have a student who is banned from school computers because they get broken. The parents are required to provide a computer, or two, maybe three just in case.
