During the press conference, Isaacman specifically and repeatedly referred to a single rover called "Promise" that was already built and essentially ready to fly. Did he not understand the proposal from JPL?
I won't ever bet against JPL engineers making something work, but this is a terrible idea.
Updated with some more details from NASA: The plan is to use most of the Curiosity rover's test bed Maggie, while using elements of Perseverance's test bed Optimism. Part of NASA statement screenshotted
