This is a substantial new additional (unfunded) administrative burden to proposers. For my very small organization, it will cost several thousand dollars per year and be one of our largest recurring admin expenses. (Few orgs will pay people for their time on this, so the expense will be invisible.)

Recall that proposal success rates across the board right now are <10%. And a typical proposal takes 20-120 hours of total effort. For many proposers, their effort is already uncompensated. The cost of writing a proposal is already very high. And the chance of success is very low.

Estimate ~10 hours average total effort to prepare each proposal (which might be low), so ~28,000 hours, or ~14 years of full time labor. Almost all of that is uncompensated work by highly skilled people. For an 8% chance to be able to start the project, most likely with below-market compensation.

Probably having consistent security training across grantees is a good idea. It is already standard for civil servants and contractors. However, an important difference is that those people already have financial support. As a prerequisite for proposing, this merely creates a barrier. It's a tax.
