Are these statistics defined by where people live, or where they work? e.g., I live in Boston and work in Cambridge - which category would I count toward in the data?

What gives? ... 2020 and 2021 included the worst of the COVID impacts, that distorts the 5 year figure substantially. WFH shifted substantially then and to some extent is a fixture now (that is less of a mode share thing than COVID itself was).
