I’ve been wondering for a while whether we end up with an unfortunate version of A combined with blacklisting (including institutions), onto slightly mitigated with vouching/sponsor.
This is not a proposal btw but seems a possible strategy we see taken.

A. Scientific journals will only accept submissions from established researchers working within institutions.
B. Data we’ve spent ages making open will be hidden to avoid the expense of continued download by bots.
