I see it differently. In the first part he's saying that the United States government owned and controls the system that Ukraine uses. In the second part he's saying that he doesn't control that and only allows peace for uses of his system. I don't know if it's truth or not but that's what he said

I think that is true if Ukraine uses only Starshield. But to the extent that they use Starlink the second paragraph seems to suggest that Starlink could be used for defensive purposes but not offensive ones, as determine by SpaceX.

They use starsheild for their weapons, and starlink for other things.

Researching further, it looks like Starshield was the system that was throttled, and thus throttled by the US President.
