I am not sure that is exactly what he said. He said any changes to Starshield would be controlled by Trump and any changes to Starlink would be controlled by SpaceX (Musk). In the second part he seems to be justifying why he/SpaceX could determine Zelensky “went too far.”

I'm not saying it's 100% true, but what he said is quite clear

I see it differently. In the first part he's saying that the United States government owned and controls the system that Ukraine uses. In the second part he's saying that he doesn't control that and only allows peace for uses of his system. I don't know if it's truth or not but that's what he said

True. Starshield is built on top of Starlink, but it has additional capabilities, such as being more secure and able to keep communicating with objects moving over 160 km/h (100 mph). Starlink with an Aviation plan can do that also, but SpaceX wants to keep military and civilian uses separate.
