They are terrible. That said, I think hantavirus had up to now not been shown to transmit human-to-human, only rodent to human. So either (1) there are rodents on the ship (anything from rats to Guinea Pigs or other escaped pets) in which case you get people off and gas the ship, or

At least one strain passes person-to-person and that is the strain confirmed to have infected the people on the cruise ship.

It's jumping human to human, which would suggest moving everyone to an off-site quarantine facility THEN gassing the ship.

Andean strain of hantavirus (which this is) has been previously shown to transmit human-to-human. This is not novel and WHO has protocols for just these sorts of outbreak.
