I'd say there's a decent argument for the Empire under Fel being good, while the Empire under Pellaeon is a moral grey area overall. But the Empire under Palpatine did way worse things than it ever did in canon and post-ROTJ Palpatinist factions were pure cancer and the first to join Darth Krayt.
