This is wrong. Pickering B was approved at $26.8 billion. Darlington's total cost (adjusted for inflation) was $27.6 billion. Of course, with literally any overages (even 2-3%) it'll cost more, but "much more" is hyperbole.
Of course it's less generation capacity - it's maintenance.
