It's helping our candidates win, then pressuring them over months & years post-election. Dem leaders can be swayed and pushed to make more of the decisions we need. If a state refuses to follow the rules of a grant, the lose it. Michigan can't just say "fuck you, we're using Medicare funds for that anyway" and keep the funding... 100
