It's still Congress's constitutional duty to follow through w/impeachment whether he'd be convicted or not. Imagine if they just ignored his crimes because: "Welp! We dont have the numbers... Let's forget about it!"
He's still the only Pres. to be impeached 2X. That's in the history books forever!
