Instead, why not have resources offer Y MW and X hours (min duration of 1 hour) and have the market procure enough power and energy capacity to serve peak load (+ reserve) for 24 hours, while doing so from a larger pool of resources?

Or, more radically, why not go from an all-day procurement to 24 one-hour procurements – where a capacity resource offers Y MW for a subset of hours each day, allowing it to serve other needs?
